The picture is uneven, and that is good news if you read it carefully. Against a subdued economic backdrop, businesses took a cautious approach to hiring in 2025, but there were clear demand hotspots for specialist tech skills including AI, data, enterprise applications and cyber security Computer Weekly's tech recruitment outlook for 2026. In other words, the market is not flat. It is concentrated.
The wider labour market is described as 'low hire, low fire', with weaker recruitment but only slight increases in redundancies, and vacancies have dropped below pre-pandemic levels the Low Pay Commission's 2025 report. Even so, the professional, scientific and technical activities sector posted the largest volume increase in vacancies in August to October 2025, up by 5,000 ONS vacancies data for November 2025. For a lean product team, that mix means fewer offers are being made, but the right offer still moves quickly.
Demand for AI skills tells the sharpest story. It increased nearly 200 percent in a year, with London accounting for 80 percent of AI-related job postings and nearly two-thirds of all UK technology vacancies Accenture data reported by The Register. If you build software, posting data is pointing you towards specialist, applied skills rather than general headcount.
Start with the roles that posting data flags as critical. IT business analysts, architects and systems designers, a group of around 193,000 workers, sit among the occupations in critical demand, with three of five indicators in critical demand in 2025 the Occupations in Demand 2025 release. These are exactly the shaping roles a lean team leans on to turn a roadmap into shipped product.
Security talent stays scarce too. There are roughly 143,000 people in the UK cyber security workforce, with growth accelerating moderately from 2% in 2022 to 5% in 2024 the government's 2025 cyber security skills report, and 70% of cyber firms reported at least one hard-to-fill vacancy the AI Labour Market Survey 2025. Small teams that need a security-minded engineer are competing in a genuinely tight pool.
The entry-level dynamic has shifted the most. Adzuna has seen a 30% drop in UK entry-level job postings since ChatGPT's launch, with graduates facing the toughest market since 2018 techUK's analysis of entry-level and graduate jobs, and the tech sector cut graduate jobs by 46 percent in a year with a further 53 percent drop projected Institute of Student Employers figures reported by The Register. At the same time, apprenticeships have risen from 3% of AI hires in 2020 to 19% in 2025 the DSIT AI Labour Market Survey 2025. Junior pathways are not closing, they are changing shape.
First, define the role by the outcome, not the title. Posting data rewards specialists, so write the job around the specific problem you need solved, whether that is data, applied AI or security. That focus is what makes an offer competitive when specialist skills are in demand as Computer Weekly notes for 2026.
Second, widen the pipeline you actually build from. With graduate postings down sharply the ISE figures but apprenticeships rising as a share of AI hires per DSIT, a small team can grow its own specialists rather than compete only for finished ones. Blend experienced hires with a structured junior route.
Third, be honest about where the competition is. London dominates AI postings the Accenture data, so remote and hybrid roles let a lean team reach talent it would otherwise miss. And because top firms can pay sizeable wages while most engineering pay tracks the UK average the Migration Advisory Committee found, sell the things a small team does best: ownership, scope and speed to impact.
Fourth, move faster than the market. Even in a 'low hire' environment the Low Pay Commission's phrase, the best specialists get multiple approaches. A slow process loses them. Keep your stages tight and give a clear answer quickly.
