The shape of the engineering team is changing from the bottom up. In engineering, entry-level hiring has fallen to -19% while senior hiring sits at -10%, a 9-percentage-point gap a 2026 GOV.UK snapshot of entry-level hiring. That gap matters for promotions: with fewer junior hires coming through, the traditional pipeline that fed people into tech lead roles is thinner, and teams are leaning harder on the people they already have.
At the same time, demand for a specific set of skills is climbing fast. Demand for AI skills increased nearly 200 percent in a year, with London accounting for 80 percent of AI-related job postings and nearly two-thirds of all technology vacancies in the UK Accenture data reported by The Register. Against a subdued 2025 economic backdrop, businesses took a cautious approach to hiring but there were demand hotspots for specialist tech skills including AI, data, enterprise applications and cyber security Computer Weekly's 2026 tech recruitment outlook. So the market is cautious overall, but sharp where AI and data skills meet leadership.
The job is shifting from writing most of the code to directing the work and reviewing what agents produce. A modern tech lead sets the architecture, defines the guardrails for AI agents, checks their output for correctness and security, and spends more time mentoring a smaller group of engineers. The core skill is judgement: knowing what good looks like and being accountable for it.
The scale of the shift is national, not niche. During London Tech Week 2025, the UK government announced a partnership to upskill 7.5 million UK workers in essential AI skills by 2030, equivalent to around 20% of the UK workforce techUK's coverage of London Tech Week 2025. Entry routes are broadening too: apprenticeships have risen from 3% of AI hires in 2020 to 19% in 2025 the GOV.UK AI Labour Market Survey 2025. And the longer view is one of growth, not contraction: for the total of AI-related occupations, the net change ranges from approximately 696,000 jobs in the Automation Scenario to 1,072,000 in the Technological Opportunities Scenario, with replacement demand rising from 3,077,000 to 3,193,000 jobs across these scenarios GOV.UK labour market and skills projections. A tech lead promotion today is a bet on someone who can grow with that curve.
Start with the outcomes you need, not a list of languages. Write the role around the decisions this person will own: architecture, code review standards, how agents are used, and how they coach the team. Then test for those things directly.
Be clear about internal moves too. When you promote someone, back it with a real remit, support and the authority to change how the team works. A promotion in name only is how good engineers leave.
