Diploma progress and qualifications matter, but so does how someone thinks through a suitability case. In a low-churn market, be ready to consider people from adjacent roles, administrators, compliance staff, or advisers stepping back from client-facing work, and invest in the last mile of training rather than holding out for a perfect match that may not exist.
