What does the state of insurance hiring look like now?

The wider UK labour market is cautious, and that shapes how insurers hire. Early estimates for April to June 2026 put total vacancies at 712,000, down 7,000 (0.9%) on the previous quarter, with decreases in 10 of the 18 sectors the ONS Vacancies and jobs in the UK bulletin. There are now 2.5 unemployed people per vacancy, a ratio that has held steady since mid-2025 according to the same ONS data.

That looks like a buyer's market, but it isn't the full picture. Recruiter surveys point to real demand hotspots for specialist and regulated skills even while the overall market is subdued the KPMG and REC UK Report on Jobs. For insurers, the people who own customer outcomes sit right inside those hotspots: they carry regulatory weight, they touch every product line, and they are hard to replace with generalists.

So the headline question isn't whether insurers are hiring. It's whether they can find people who combine customer judgement with a grasp of compliance, data and service design. That's where the growth is.

Which customer outcomes roles are growing in insurance?

Customer outcomes work is broader than a call centre. It spans complaints and vulnerable-customer specialists, claims experience leads, conduct and outcomes analysts, customer insight and journey designers, and the operations managers who join the dots. These are the roles that turn a fair-value promise into something a customer actually feels.

Two forces are pushing this demand. First, analytical skills are increasingly central: IT business analysts, architects and systems designers are already among the occupations in critical demand across the UK, with three of five indicators flagged critical in 2025 the GOV.UK Occupations in demand 2025 statistics. Insurers need people who can read outcomes data, not just report on it.

Second, AI is reshaping the toolkit rather than removing the need for judgement. Demand for AI skills rose nearly 200% in a year across UK technology roles figures cited by The Register from Accenture. In customer outcomes that means automation handles volume while people own the exceptions, the vulnerable cases and the fairness calls. The human role gets more senior, not less.

How do you hire well for customer outcomes in insurance?

Start with the outcome, not the job title. Define what a good result looks like for the customer and work backwards to the skills that deliver it: judgement under pressure, comfort with data, and the ability to explain a fair decision in plain terms. That gives you a scorecard you can actually assess against.

Widen the entry routes. Apprenticeships have grown fast in adjacent fields, rising from 3% of AI hires in 2020 to 19% in 2025 the GOV.UK AI Labour Market Survey 2025. The same logic works in insurance: build capability rather than only competing for the same finished profiles, especially as entry-level opportunities tighten elsewhere in the economy as techUK reports on entry-level hiring.

Then move quickly and stay clear. In a market with more applicants per vacancy per ONS data, slow, vague processes lose the strongest people to faster employers. Set a tight brief, screen against your outcomes scorecard, and keep people informed at every step.
